This is Pigora (Adelie Penguin), designed by Konatsu.

Introduced in the Konatsu lucky box 2017, Pigora has stolen the hearts of all sofubi lovers. With this special Cute Adelie Penguin edition, it's aiming to be the cutest flying penguin you've ever seen.

Pigora stands just over 3.5 inches tall (about 9 cm) and is articulated at the waist. It comes packed in a nice art header bag and is sprayed by hand, which means they can look slightly different from the image.
